10:30 am - 12:00 pm Pegasus | Optimizing Your Municipality's Service Delivery - MRM Version 2: Ready at Last! Municipalities are facing a shrinking tax base, increasing costs of social support services due to high unemployment, increasing public sector labour costs, inability to increase property taxes, increased demand for transparency and accountability, and aging infrastructure. This is requiring municipalities to do more with less: to improve efficiency, effectiveness, quality and accountability in the programs and services they deliver to their constituents. It requires them to evaluate existing programs and services to determine what to outsource, in-source, privatize, retire, enhance, or look for new, lower cost alternatives. It requires collaboration with other municipalities to learn what works well and what doesn't. The Municipal Reference Model tool as implemented in Rational System Architect provides a way to municipal governments to describe their vision, goals, objectives, programs and services in a standard way, using precise concepts and supporting tools to develop a standard repository of reusable municipal services. This demo shows how to use the MRMv2 tool to support municipal strategic planning, and as a collaborative platform to support community involvement in that strategic planning.

Skip Lumley was one of the two founding partners of Chartwell Consulting Group, recently acquired by KPMG. The two founding partners carried out the first project in the Ontario government to prepare an enterprise IT investment plan for the Ministry of the Environment. Skip retired from KPMG in 2010 and joined WorkWorthDoing. He was previously CIO for Loblaws Inc. and later became Director of Planning for the Ontario Government's Computer and Telecommunications Services division. Skip is a graduate in mathematics from the University of Toronto and has always been interested in systematic methods. The idea of modeling information and business processes, new at that time, was exciting. Consistent with that interest, Skip has been a champion for the Municipal Reference Model since its inception in 1992 and also for its offspring, the PSRM in the Province of Ontario, and the GSRM for the federal government. Skip has many interests. He's managed to go sailing for extended periods, become the pilot of his own vintage aircraft, and make several short films including a children's series for CBC television called Mr. Microchip.
Mr. Mitchell has over thirty years of experience in working for and with government organizations and agencies in a variety of capacities, including developing information technology approaches, on the one hand, and business transformation strategies, on the other. Over the last fifteen years, Mr. Mitchell has specialized in the development of program/service models for mapping out the business of local, regional, county and district governments. In this capacity, Mr. Mitchell has worked with approximately 40 government organizations defining profiles of programs, services, resources and activities in support of various transformation initiatives. His knowledge of the breadth of service offerings across government departments has lead to a much more efficient and effective execution and delivery of approaches for administrations. Initiatives have included the development of corporate strategic plans, business system plans, organizational redesign / review sessions, performance metric design and implementation assignments, and software requirements specification projects. Mr. Mitchell is one of the leading architects of the Municipal Reference Model (MRM) owned by the Municipal Information Systems Association (MISA) of Canada / Association des systèmes d'information municipale Canada (ASIM). In addition, Mr. Mitchell is an accomplished business architect in the use of such tools as the Governments of Canada Strategic Reference Model (GSRM), the Business Transformation Enablement Program (BTEP) and its adapted versions, the Ontario Public Service Reference Model (PSRM) and Ontario's Enterprise Architecture Process Manual (EAPM) used to develop business and information technology tools. Mr. Mitchell has also been an active supporter of local and international associations. He was a founding member of the Ontario chapter of the Urban and Regional Information Systems Association (URISA). Mr. Mitchell also has supported the Municipal Information Systems Association (MISA), the Tri-Committee on the Utilization of Computers in Public Works, the International City/County Management Association (ICMA), and delivered countless papers to other associations. He is an excellent communicator and has been invited to speak at 25 -30 conferences over the last 15 years.
Roy Wiseman joined the Region of Peel in 1975 and became Director, Information and Technology and Services in 1986. He was named as the Region's first Chief Information Officer (CIO) in 2003. Roy has a BA philosophy from the University of Toronto and a Masters in Public Administration from York University. He is a long-time member of the Board of Directors and Past President of MISA Ontario, Past President of the Institute for Citizen Centred Service, Municipal Co-Chair of the Service Mapping Subcommittee of the Joint Councils and Project Director for the Municipal Reference Model version 2 (MRMv2) project. In the recent past, Roy was a founding member of the Board of Directors for MISA/ASIM Canada, municipal representative on the Public Sector CIO Council, Municipal Co-Chair of the Lac Carling Conference on Electronic Government, member of the Board for Regional Networks for Ontario, and Past Chair of the Showcase Ontario Awards Panel. Roy is a regular contributor of articles on municipal technology to MISA Municipal Interface. In 2007, Roy became the first municipal recipient of the Heintzman Leadership Award, which recognizes outstanding leadership within the public sector in promoting citizen-centred service. In 2008, he received the Peter Bennett Award from MISA/ASIM Canada for his outstanding contribution to the Canadian municipal IT community.

Mini Saluja is a graduate of McGill University and began her career at Toshiba as a Systems Engineer in Montreal where she facilitated technology training, enhanced support and systems integration. Mini has held various roles within Toshiba including Technical Support, Systems Engineer and Product Manager - the largest product category within Toshiba. In her current role, Mini manages the Toshiba Canada training team whose focus is to educate and support customer sales representatives on the features and benefits of Toshiba products and technology.

As M2M solutions continue to gain acceptance in municipalities across Canada, integrated M2M deployments should be scoped against 3rd party hosted solutions in relation to the project size and needs in order to deliver the most cost effective and timely results. This session will review the ever expanding M2M environment within municipalities and how municipalities are benefiting from the growing acceptance of hosted 3rd party solutions for M2M deployment relative to project scope.

Andrew Brown is Territory Manager for Laserfiche Strategic Services Canada Corporation (LSSCC), based in Ottawa, Ontario. At LSSCC, Andrew works with over 700 clients and 30 resellers in Canada, where he focuses on enterprise deployments for international government agencies and multi-national corporations.

Delegates can state their questions and people can participate in whatever questions hold an interest for them followed by a summary of the discussions at the tables.

Jury Konga is the Chair of the MISA Ontario Gov 2.0 Special Interest Group and designed the program for the Open Government workshop on April 14, 2011 as well as creating the original Municipal Open Government Framework in 2010. Jury has over 30 years experience in IT/IS/GIS including work with all levels of government, the private sector and non-profit organizations. He is Principal of the eGovFutures Group focusing on assessing today's business needs, leveraging technology and designing tomorrow's eGovernment service delivery within a collaborative and citizen centric environment. Recent projects include the development of the Open Data Framework for Canada's G4: Toronto, Vancouver, Edmonton and Ottawa and development of a corporate Open Data Strategy for municipalities.

Quite often there is a disconnect between how IT Management and the rest of the 'business' sees their role. With technology playing a much larger role in society and in the operations of organizations combined with an increased reliance from a business continuity perspective (not to mention how technology can be used as a competitive advantage) there is a shift happening with the role of IT both in the public and private sector. This session will review the Region of Peel's IT Transformation journey by reviewing the approach and progress to-date and then having a interactive panel with many different perspectives represented (IT Leadership, project team, clients, employees etc.). This promises to be an informative and engaging session!

A seasoned IT executive with over 19 years of public sector experience, Adam has worked in a variety of government organizations including the Government of Canada, CBC/Radio-Canada and the Regional Municipalities of Ottawa-Carleton and Peel. Described as a quality leader and strategic thinker Adam is an inspiring role model who is people-oriented and has the drive to get things done. Most recently he led an IT Transformation initiative which resulted in the creation of a modernized IT organization, processes and IT Governance framework which now positions the Region of Peel to better serve its constituents. In addition to holding a BA in Public Administration from the University of Windsor, Adam also holds a Diploma in Applied Information Technology. Adam has served as a member of the Board of Directors for the University of Windsor Alumni Association and is currently a member of the Program Advisory Board for the Bachelor of Applied Information Sciences program at Sheridan College. Adam is the MISA 2011 Annual Conference Chair.
